Purpose and goal

The mission from Vinnova was aimed primarily at identifying the challenges and opportunities that may exist in the feasibility study projects and the impact these can have. The goal of the mission was to create conditions for an exchange of experiences, learning and integrated knowledge base for the project feasibility study that was carried out in the call, and for Vinnova and SKL, like other municipalities looking to implement similar projects. The mission has been met through (a) ongoing knowledge support to the participating municipalities and (b) a final report.

Expected results and effects

Important factors in establishing idea hubs (idéslussar): organisational anchorage, internal project coordination, knowledge of and coordination with other projects /processes; conditions for collaboration between project partners, culture and interest in innovation issues and time set aside for the project. Additional factors include: broad support; fundamental discussion and understanding of innovation activities in the municipality; opportunity to exchange experiences; relation to every-day work and organizational structure and transfer consultants knowledge build-up.

Planned approach and implementation

A modified ongoing evaluation-approach was used. The ongoing evaluators were sounding boards in a limited extent. The ongoing evaluators contributed to knowledge build-up and made interviews with project leaders. The learning was summarised in a report.
