In the regulatory letter 2024, Vinnova was given a task of support for policy development. In short, the aim is to contribute to a collaborative and innovative public administration by strengthening actors' own ability to work proactively with policy development.
That ability is needed to be able to meet questions and needs that arise in the event of urgent societal changes, for example in climate change, changed security situations and new, ground-breaking technology. A clear example of this is the new industrialization and societal transformation taking place in Norrbotten and Västerbotten.
"Vinnova shall provide support to public actors to strengthen their ability to work proactively with policy development, among other things for green conversion and digitalisation. The authority shall also promote coordinated and developed authority processes.
Synergies between innovation efforts at municipal, regional, national and international level must be taken advantage of in the implementation of the mission".
The overarching theme of the assignment is therefore support for policy development, which also includes support for innovative management. The work will be carried out in different tracks, one of which involves designing a method support that should be able to benefit a number of different target groups. Another track deals with contributing to the Norwegian Agency for Growth's coordination mission linked to the societal transformation in Norrbotten and Västerbotten. Both tracks will be reported at the end of 2024, together with a proposal for how the work can be designed going forward.
