Purpose and goal

In 2014 EURAMET and EC initiated the Article-185 program EMPIR, European Metrology Programme for Innovation and Research, by launchig the first calls. The program aims to increase the efficiency, quality, visibility and utilization of metrology infrastructure, the National National Metrology Institutes, available in all European countries. The program as a whole as well as the individual projects will benefit both society and business. The EMPIR-program as a whole will continue until 2024 with his last call in 2020.

Expected results and effects

EMPIR and its predecessor, the European Metrology Research Programme (EMRP), undergoes this fall an evaluation and impact analysis conducted by the European Commission in cooperation with EURAMET. The preliminary results of the evaluation are based on several KPIs and survey responses from ministries, authorities and end-user. The program and its various projects consistently receive high ratings from all stakeholders. The conclusions are that EMPIR leads to both higher efficiency, quality, visibility and direct utilization of the NMI infrastructure.

Planned approach and implementation

The initial year of EMPIR, 2014, resulted in 9 applications with SP involvement of which four were granted. These projects started in the summer of 2015. At the reporting dates also projects granted in the call 2015 is starting. SP participated in 12 applications, of which 8 were granted and starts in the summer of 2016. The number of applications submitted strictly follow the national economic commitment that Sweden has undertaken to do. The outcome of applications during 2014-2015 exceeded by far normal ´hit rate´ both in number and economic scale.
