Purpose and goal

The goal was to change the norm system in social housing programs in order to prioritze residents´ norms in public development. This goal is not fully met but we hear voices from the users that the treatment has changed and that the staff discuss more reflectively reasonable consequences for clients in regards to relapse. The purpose was to develop models for user participation in social housing. This purpose is met and we have identified and tested three methods: dialogue meeting, framtidsverkstad and mobilization course. A gender and parenting perspective has also been studied.

Expected results and effects

All the methods were able to capture the users´ voices regarding issues related to the accommodation, problems related to other parts of the municipal activities, and regarding project ideas for municipal development areas. All three are therefore suitable for capturing ideas for how user impact in social housing can be developed. Challenges arise when these ideas or solutions are implemented in practice, here there is a gap between user needs and organizational conditions. In particular, process support and resource-needs will be important to develop in the next phase.

Planned approach and implementation

All WP has been implemented. Initially, the dialogue meetings had to be re-structured because of poor anchoring in the organisation. This led to poor participation and confusion about the purpose. After re-struction, dialogue meetings could be conducted as planned. The poor anchoring also gave us fewer participants than planned for the first mobilization course, but further courses were conducted during the fall with good support. The steering group and its organisation have contributed to a knowledge processes for the project that has facilitated development and implementation.
