Purpose and goal
SILVER aimed to 1) create a generic process for transnational pre-commercial procurement, and 2) to the use of the generic process for a specific innovation procurement process - one of robotics for the independence of the elderly in their home. Both goals are met.
Expected results and effects
The generic process has been created and published on the project website, www.silverpcp.eu, and together with a large number of template documents constitutes a good support for those who want to carry out a pre-commercial procurement, national or transnational. The completed contract has partly led to one tenderer going all the way, completed all three phases and is now in the process of commercializing its innovation - robotized stroller LEA, partly to other innovators who did not go all the way yet receiving valuable support in their processes, both competence and financing.
Planned approach and implementation
Six municipalities from five European countries made up the consortium which acted as the procuring public body in this process and made unanimous decisions when awarding contracts for the three phases. Together with the other project partners - innovation agencies, universities, research institutes and regions - the different work packages where accomplished. Cooperation between partners and across borders has been successful but time consuming.
