Purpose and goal

From 2015, Almi Jönköping no longer has the capacity to run the NIVO network. Through the pre-study ´New NIVO´, the City of Västerås took on responsibility to investigate the level of interest among innovation teams across municipalities, counties and regions, to create and finance a ´New NIVO´ innovation network. Vinnova has partially financed this pre-study. An operational budget and business model have been developed, and future control forms of the network ´New NIVO´ have been clarified.

Expected results and effects

It is concluded that interest and opportunities exist for continued close collaboration between innovation stakeholders across municipalities, counties and regions in Sweden, how ever this will be in a different format than´New NIVO´, as financing from the principals is insufficient. The aim of an innovation network in Sweden has been mapped. An updated list of innovation operations at muicipalities, counties and regions has been compiled during the pre-study. Proposal for business model, control forms and operational budget has been produced.

Planned approach and implementation

The pre-study ´New NIVO´ has been led by a consultant, hired by the City of Västerås, on a 40% FTE (Full Time Equivalent), during the autumn of 2015. Proposed business model, control forms and operational budget have been produced, in close collaboration with innovation teams in municipalities, counties and regions. The proposals have, on two occassions, been distributed to all known innovation teams around Sweden. These operational teams and stakeholders have shared their feedback with the leader of the pre-study. The response rate to the two distributions has been relatively low.
