PPI (Public Procurement of Innovation) - A model for small and medium-sized municipalities

Purpose and goal

The aim is to develop an innovative model that can be implemented and increase the use of innovation procurement and stimulate business to develop new products and services that meet the challenges municipalities face. The aim of the planning phase has been to develop a prototype to be tested in 3-5 innovation procurements in an expanded network of municipalities. The goal has been achieved. An application for the next step will be submitted together with Trelleborg, with a focus on conducting innovation procurements based on some of the 10 challenges identified in workshops.

Expected results and effects

Goals and fulfillment: Application for development project: development of a draft has begun The actor´s constellation has been expanded: Trelleborg enters as a partner. Reference group established: Upphandlingsmyndigheten, Region Skåne and a local business representative represent the reference group. There should be a solid knowledge base as well as a prototype for an innovative work model: knowledge base and embryo to model have been developed. There will be 3-5 challenges identified suitable for innovation procurement: 10 challenges have been identified.

Planned approach and implementation

The project has been implemented as planned. Five different working groups consisting of nearly 40 employees and managers at Ystad and Skurup have completed six workshops focusing on competence development in innovation and early identification of needs. Reference group has been formed and the network has been expanded. Trelleborg enters as partner, and there will be close interacting with Sjöbo, Tomelilla and Simrishamn. The planning phase was concluded with an open seminar in which Vinnova and the procurement authority participated. More than 40 people attended.
