Purpose and goal

The pupose of this report is to clearify the state of the art situation on the area of electronic transport records, with a special focus on the trade and shpping relations between Sweden and China.

Results and expected effects

The report elaborates on some of the problems that hinder the effective use of electronic transport records in international trade transported by sea. Currently most of maritime uses paper documentation using bills of lading or sea waybills. The report points out some of the legal challenges that have to met for electronic transport records to achieve the same status as the paper bills of lading.

Approach and implementation

The report is produced as a freestanding report based on a larger project initiated by a foundation in Region Västra Götaland. The report as such is part of an agreed MoU between the Swedish and the Chinese Government concerning a cooperation in different areas regarding maritime transport and trade. In the agreed mission is also support in a planned workshop in 2014.
