The framework provides both a categorization of the functions that a mobile email service based on open data could make use of , as well as a categorization of the benefits that could occur when using these functions .

Results and expected effects

The results of the project are a number of exchanges in which a municipality interacts with the newly arrived refugees where benefits for the various players was identified for when a mobile open data used in the information exchanges. The project results can be used to improve the use of open data in the municipality. Other players, such as other municipalities and system suppliers can use the framework in terms of functions and values to analyze how open data can be used and provide benefits.

Approach and implementation

The project has had a strong focus on design and as had an explorative approach. A number of exchanges in municipal activities have been designed where open data could be used. These exchanges of information have been analyzed to identify the benefits for the different stakeholders involved in the information exchanges. In order to identify benefits for the various players, a framework for benefit analysis was designed and used. As a basis for identifying information exchanges a case study has been carried out.
