Purpose and goal

The project has created and implemented alternative compensation systems for home care, giving providers individually based incentives for goals and results. The systems are based on IBIC, a national requirements-based and systematic work procedure. IBIC is based on the individual´s needs, resources, goals and results in different areas of daily life. Administration and providers use International Classification of Functioning, Disability and Health (ICF) as a common perspective and language.

Expected results and effects

The project´s purpose and goal has been ´to create a compensation system with incentives towards individually based goals and results for different target groups, working with innovation and development through real-world trials of new compensation models´. A model based on IBIC, rewarding goal-fulfillment on an individual level, has been tried and implemented in Lund, and is fully implemented since January 2017. The model has been tested in Östersund and is being implemented from fall 2016.

Planned approach and implementation

The IBIC-based model, focused on the user and individual needs, has contributed to goal-oriented work, creating possibilities for new methods, a heightened utilization of staff competence, a strengthened continuity for the client and teamwork, less sick-leave for staff, improved follow-up, clear roles and responsibilities for authorities as well as providers. As the compensation systems are based on SOSFS and IBIC, it is possible to implement them in many municipalities.
