Purpose and goal
150 normal charging spots have been installed. In dialogue with drivers, the best locations has been found. The electricity provided is green and included in the parking fee, thus avoiding the need for electricity concession. Utility companies have asked for installing fast charging at public ground, relieving the City from initiating the development. A policy is defined for this use, including i.a. technical performance, future options, safety and estethics. Preconditions for introducing EVs in car clubs has been investigated and an open car club with 2 EVs has been installed.
Expected results and effects
Stockholm has currently a growing EV market, number of EVs double every year, 50 % of Sweden´s EVs operate in Stockholm, charging infrastructure is growing. The international exchange has been very fruitful and i.a. based on this a master charging plan is now under consideration. There are however several legal obstacles for cities to promote EVs. The international view shows that many problems are specific for Sweden. Stockholm has analysed these and is now preparing a plead to the national government to change these regulations.
Planned approach and implementation
E-facts has been an administrativelly complex project, with delayed decision on funding, change of partners and different rules for different partners. The cooperation has then focussed on exchange of experience - which however has been very fruitful. E-facts in Stockholm has been a complement to the City´s other work on developing an EV-market. The delayed start meant that other funding had to be found for urgent actions planned in E-facts. In some cases other stakeholders initiated actions instead of the city - thus giving the City possibility to focus on other important EV-actions
