Purpose and goal

Teknikföretagen and SKL cooperate to investigate the conditions for an arena as well as how the national interest can be better expressed in innovation procurement processes. Questions for this pre-studie are: How should an arena be organised? What functions should be established? What resources would be required and how can it be financed? Are there lessons to ber learned from Norway and Finland, and what could be transferred to Sweden? The idea is to create a base for discussion for a wide group of actors with the intention to reach a decision on placement and financing of a national arena.

Expected results and effects

A national arena with expertise and capacity to support innovation procurement is a positive contribution to promoting innovations. It creates increased efficiency and renewal of public operations and strengthens competitiveness, export opportunities and business growth. An arena would help to create practical support for innovation procurement, form an experimental approach, building results on each other, creating greater opportunities for disseminating results and knowledge, giving a good overview of desired and ongoing projects, and evaluating the national interest.

Planned approach and implementation

To describe the needs and be able to submit a proposal for the organization of a national innovation arena, the project team will instruct a consultant to develop a pre-studie. The work shall be largely based on known conditions from previous material, but must in the compilation be related to how a future function and support in innovation procurement should look like. The consultant will also conduct a number of interviews with a wide range of actors. Existing preliminary work will be handed to the consultant as background material.
