Purpose and goal

The Project goal was to strengthen the capacity for innovation in municipalities, counties and regions. The project has led to SALAR´s innovation promotion efforts have broadened and deepened. The aim has been to implement a number of strategic initiatives. Several of these are in the nature of the knowledge base and awareness-raising activities in line with the key development areas for innovation in the public sector. The assessment is that the project activities have been of high quality. The project has not been evaluated as a whole.

Results and expected effects

Summarised results: A research forums have been conducted which led to increased contacts between scientists, policy makers, SKL and VINNOVA. A report on the experiences of purchaser groups in Sweden have been published and formed the basis for the development of other groups for innovative public procurement. User-driven innovation has a clear ambition to develop a distance learning platform for independent local governments. Concrete examples of innovation, legal guidance and an innovation guide - contribute to simple support for public organisations.

Approach and implementation

This type of project with a regular dialogue with VINNOVA about choices and priorities have been extremely valuable for SALAR. The funding has admitted rapid initiative to mandate and activities, but also an opportunity to reconsider some aspects of the original project application. The procet has strengthened SALAR role in support of organizational development to innovation.
