Purpose and goal

The main objective of this report is to explore norm-critical innovation within the program Gender and Diversity of Innovation by studying how norms are analyzed and challenged among the funded pilot and innovation projects that took place between the years 2014-2019. The aims have been fulfilled by answering How are norm-critical innovation processes developed and implemented in different contexts? What are the transformative outcomes of norm-critical innovation projects? What role does policy play for fostering these types of innovations?

Expected results and effects

The results of the evaluation show: ) The policy design creates space for reflexivity, learning and experimentation (with the directionality of public values) 2) Norm-critical innovation processes create inclusive and participatory future-making practices 3) The program provides an important (niche) platform for addressing societal needs 4) Norm-critical innovation is a catalyst for transformative change

Planned approach and implementation

This evaluation follows a transformative innovation policy model that focuses in particular on changing socio-technical systems for sustainable development. The evaluation has used analytical methods such as a Theory of Change framework and a thematic content analysis. Data collection has consisted of semi-structured interviews, project reports, related project data and group discussions.
