Public actors face major challenges in the coming decades and their innovative power is a key factor in the ability to solve several societal challenges. They are important enablers for society to be able to achieve objective of welfare and a good living environment for its inhabitants in the short as well as long term, in accordance with Agenda 2030 and the global goals. The innovative power of public actors is not only needed in matters where they themselves have the main responsibility. They are key customers for innovative solutions from the business community through their procurement and they set the rules for others through policy and legislation. They are also key players for collaboration in issues that require the development of system solutions in interaction between many different actors.
Since 2012, Vinnova has worked strategically with support for increased innovation capacity in the public sector. Through efforts and contacts with various public actors, Vinnova's knowledge in the field has been gradually built up. This report summarizes the lessons learned. The report has been produced as part of Vinnova's assignment to submit analyzes of the government's research policy.
