Purpose and goal

RISE has acted as a process leader for analysis and workshop work within the government commission N2018/03935/MRT led by the Transport Agency. It aims to produce a basis for the present and future needs to enable sustainable use and development of drones in Sweden. The assignment also included making use of the knowledge and experience that Vinnova possesses because of its own government commission N2017/01832/IFK.

Expected results and effects

The project resulted in a STEEP analysis that highlighted the industry´s (users´) view of the social, technological, economic and environmental and political trends that affect drone development and the use of drones. Based on the results, a Policy Lab was then arranged. During which, participating authorities worked through a process to identify future regulatory needs, responsibilities, and challenges. The result was compiled and is a basis for the Transport Agency´s continued work with its government commission.

Planned approach and implementation

The work has been carried out in two stages and a workshop divided over two days, with the aim of creating a basis for the development needs regarding the national regulations for drones. In a workshop organized by the Transport Agency on 31 January 2019, the industry (users) had the opportunity to discuss in small groups the trends and developments concerning UAVs. Based on the results, a Policy Lab was then arranged, where participating authorities worked through a process to identify future regulatory needs, responsibilities, and challenges
