Purpose and goal

Identify the need for coherent national approaches as well as the conditions for real in situ tests of future shipping, such as digitisation, self-controlled and automation for smart shipping and vessels. Collaborate with actors to understand organizational, legal, geographical, infrastructural and economic conditions. Master plan, containing collaborative structure with demo resources for smart vessels and increased maritime safety including suggestion of interest group that can hold the operation together and prioritize the access to the demo environments.

Expected results and effects

The result of the study is an inventory of test needs, an analysis of test infrastructure and possible geographical areas and an analysis of legal aspects of tests and test areas. Another result of the study is a Master Plan for MADS that summarizes the implementation steps in a strategic plan. The master plan contains the following main sections: Vision and mission Organization Infrastructure Strategic Implementation Plan

Planned approach and implementation

1. Needs analysis; Experience, reference group and open sources. Needs; Infrastructure requirements, type of area, data collection, policy development, intelligent shipping, marine communication, ship traffic monitoring, e-navigation services, connected vessels, etc. Mapping of existing infrastructures and similar initiatives. 2. Collect and structure test requirements. Propose possible geographic test areas and legal conditions for carrying out actual tests are analyzed. 3. Proposal for organization and development, a comprehensive Swedish Master Plan.
