Purpose and goal

A model for enabling innovative procurement of societal challenges are formulated . The model is based on the actual need and whole and makes the contract satisfies the requirements, generates growth gives a higher outcome for the common funding holistic seen. A pre-commercial procurement of a meal service with added value is completed. A platform for innovation and development in the region with the national affinity is produced . The project has a major impact on the 2016 food procurement

Expected results and effects

The project objectives are met . The outcome was higher than expected. The results of the work with the whole perspective has effects on several different levels , in parallel. The project has increased awareness of older people´s food situation within the county and procurement as a tool for community development. The project has generated rural development. The project has generated growth. A pre-commercial procurement of a public service is now completed and tested in sharp mode. The project has affected the public system and budgeting

Planned approach and implementation

The project has been implemented in Gavleborg , where four pilot municipalities with different focus has been arenas for knowledge gathering and testing. Different focus has given a whole. Scientific approach with mainly qualitative method. The method has genrerat rural development. The final pre-commercial procurement is carried out in the municipality of Söderhamn . Procurement is a good tool to work with social challenges as it focuses on the financial incentives . Sustainable change requires a holistic , catalyst , sustainable approaches and responsibilities.
