Purpose and goal

An innovation procurement of payment services was launched as an attempt to stimulate the market to work out innovative solutions for individuals who find it difficult to handle electronic payments. However, the pre-commercial procurement was canceled due to a limited number of tenders received. The reasons for non-participation by the market were stated to be ignorance and uncertainty about how an innovation procurement works and that there was uncertainty about competition issues.

Expected results and effects

The project has contributed to a better dialogue and contact between market participants and authorities. It has created increased understanding of the problem and the extent of it and the target groups for the procurement. The project has also generated practical knowledge from an innovation process and through dialogue with market participants, there has been a spread of knowledge, which in the long run can contribute to the development of new methods, work processes and technology.

Planned approach and implementation

The formal tender was a pre-commercial procurement. It was implemented on the basis of chapter 1, section 6 §, 6 law LOU, (2007:1091). The project has been based on collaboration between several authorities and organizations. The method for analyzing project outcomes had a qualitative approach based on interviews with existing actors in the Swedish payment service market. Implementation and results are reported in the project´s final report.
