Purpose and goal

The project introduce a model for impact procuring adapted to Swedish legislation, including two specifications that serves as examples of procuring value creation. Impact procuring has yet not been tested in Sweden in the way that the project determine is possible legally, demand-driven and conceptually. One may say that the model provides an example of social innovation procurement.

Expected results and effects

The project and the impact procuring model is concluded in a report, in which background and signification of impact procurement, two cases (one regarding reduction of dental care fear and one regarding sustainable meat) and related procurement specification is presented. We have shown that the theory of change and SROI is applicable to the procurement logic. We have analysed and summarized opportunities, international experience and legal expertise and developed a model for impact procurement, social innovation procurement, aiming at greater value-creation.

Planned approach and implementation

This model of impact procurement is developed in close cooperation with public actors and other stakeholders, where we together have clarified interest and adapted a model easy to apply. Through legal experts two cases and specifications are formulated, which shows how, in reality, it is possible to procure value-added and impact focus. The project has been characterized by examine and analysis dense activities. Learning from international experiences (NEF) and in collaboration with procurement lawyers has been decisive for the result.
