Purpose and goal
The project´s aim has been to develop and merge SKL national framework for publishing open data by e-delegation guidance for publishing open data. In this way, we have created a unified framework with guidance for the entire public sector which facilitates the coordination of issues relating to open data.
Results and expected effects
An easily accessible, comprehensive and informative guide that supports the publishing of open data that applies to municipalities, counties and state agencies. To increase access to guidance and framework, we have developed a web feature where the goal has been to create a comprehensive guide for beginners in the field as a user with technical background.
Approach and implementation
We have reviewed and analyzed the framework, guidance, PSI inquiry´s report,´Whitebook for linked open data´ and a number of relevant documents (including the Chamber of Commerce and the European Union) to get their perspective. A number of legal issues have been examined and the Guide has been updated on the basis of this work, DCAT-AP has also been incorporated into the guidance in a clear manner.
