Purpose and goal

Proposed ownership structure and financing A proposal on how a test center can be financed and how the structure of an independent testing center has been developed. geographic location Several suggestions for appropriate geographic location has been developed. Permitting process This study shows that the state of the search for this kind of activity is the same type as the authorization is given for a typical wind farm.

Results and expected effects

The aim of the project was to develop a basis for making an assessment of a testing center for cold climates should look and operate. The project had the following developed: a business plan, a proposal on the ownership structure and financing plan, a description of the permitting process and a number of suggestions on where to set up the center. Expected future effects is that a new project is started to keep working towards the establishment of a testing center as detailed above and that an ownership group is formed in order to operate the center in the future.

Approach and implementation

In the project´s initial phase a careful planning was made to ensure that the project reaches it´s goals and that the activities described will actually meet the needs of customers. The most important activities has been the identification of customers and the needs of research, location analysis, design of business, the definition of the licensing process and the financing and ownership. The project has proceeded according to plan and the direction that the project took at an early age has shown to work very well.
