Important results from the project
The project performance and results have exceeded the goals: 1) broadened and consolidated group of stakeholders: more municipalities in different parts of the country, 3 new building groups, consultants and researchers from Chalmers and RISE. 2) increased system knowledge (completed process mapping, seminar and conference) 3) partners gathered for a joint application for step 2. Partial achievement: - Ekobanken participated in step 1 as a financial player (not confirmed for step 2) - Ongoing dialogue with the National Board of Housing and Building on participation (legislation)
Expected long term effects
The most important result is a "Process image" based on the perspectives of different municipalities and building groups with: 1) A description of the potential of building groups. 2) A system analysis of the present situation with an inventory of: - Needs of municipalities and building groups - Land policies - Financing models - Process support 3) A draft process map (normal process for building groups in Swedish municipalities) Other completed results: 4) Stakeholder analysis and communication plan 5) Proposal for Work Packages for step 2 6) Draft cooperation agreement for step 2
Approach and implementation
Work in smaller groups has been combined with idea and knowledge exchange during two group conferences helping to consolidate the partner constellation and coordinate proposals for step 2. External activities (a seminar in Almedalen and a conference in Göteborg) have contributed with knowledge, new involved stakeholders and increased awareness of building groups among more actors. It’s a challenge to gather many actors in different locations, but as municipal practices differ and each building group has unique conditions it has been necessary in order to capture the diversity.
