Purpose and goal

The goal of the project has been to identify solutions for developing a privacy reviewed platform for distributed measurements of Internet traffic. The platform includes technical equipment for performing measurements, an Internet panel consisting of end users as well as review processes for measuring, collecting and storing data in a way that does not invade the end users right to privacy. The project has also created a strong consortium with legal and technical expertise as well as expertise within market research so that all parts of the project value chain are represented.

Results and expected effects

The project has collected a strong cross-sectoral consortium that can develop the solutions identified during step 1. The expected results after a step 2 project are a test version of an Internetpanel of approximately 100 households, a technical platform for performing measurements on the panel and collecting the measurement data as well as processes for reviewing privacy issues in all parts of the measurement platform including the Internetpanel.

Approach and implementation

The work performed during the project was organized in multidisciplinary workshops where the different parts of the project i.e. privacy/legal issues, technical measurement platform as well as Internetpanel, and how to integrate them while keeping the focus on privacy and utility. Also during this step, the project value chain has been charted to map the competence needed to complete a step 2 project.
