Purpose and goal

The aim is to identify whether the research in eGovernment and digital working environment in practice led to positive changes with the authorities and / or contributed to scientific knowledge. It is important to understand what kind of collaborative research in the future should operate and what effects should be sought. Since the work carried out in the Swedish authorities are largely, or will be, digitized, even small gains in efficiency, effectiveness, digital work environment, stress among administrators, etc., will have a large effect on the business.

Results and expected effects

As a result, we have developed a taxonomy of different types of collaborative projects undertaken in collaboration with the authorities; 1. Educational projects, 2. Investigative projects, 3. Action research projects, or 4. Design projects. In general, practice prefers project where researchers are involved and take responsibility for the identified needs for change, suggesting action research or design projects, although investigative projects often are easier to turn into publishable scientific studies.

Approach and implementation

The project has been implemented as an interview study of primary key personnel and decision makers at some of the agencies which conducted successful or less successful eGovernment projects in collaboration with researchers, as well as interviews of scientists involved in the research project with the authorities. Moreover, company representatives who are engaged in research to the public sector were interviewed. Initially thematic semi-structured interviews were conducted which later became mixed collaborative analysis and discussion of key themes.
