Important results from the project

IVL has created an educational concept around Fossil-free and Circular Procurement. This and all other resources on www.upphandlingspanelen.se are available in Swedish and English. IVL´s experts are also presenters in an online course on Circular Procurement launched by Iiiee, Lund University, in November 2025. In the project, IVL has promoted better collaboration between different actors in procurement support and to spread awareness about this effort and others of a similar nature.

Expected long term effects

The training concept is expected to contribute to public procurement (900 billion SEK/year in Sweden) becoming more strategically managed to better contribute to the objective of reduced climate emissions. This is done by challenging internal processes and developing the way in which more sustainable products and services are demanded and followed up.

Approach and implementation

The training concept is based on the content of www.upphandlingspanelen.se and has been developed through interviews and surveys with stakeholders in the public procurement value chain. Collaborations with other actors that also provide procurement support have been initiated, as has a network for those working in public procurement. To draw attention to the initiative, it has been promoted via IVL´s Newsletter, LinkedIn, various external procurement events and by inviting people to a webinar.
