Purpose and goal

The purpose of the study is to develop a framework for roles and relationships for a municipality´s IT function. We examine how the IT function relates to increasing digitalisation in collaboration with external actors, what obstacles have arisen, how these have been handled and what common patterns can be identified. By conceptualizing and describing the (not always stated) principles behind the forms of collaboration with IT suppliers, we want to contribute with increased knowledge about the requirements placed on the IT function in a municipality in a digitization process.

Expected results and effects

A report is made for the selected target group. The report is a guideline that examines action alternatives in different situations and for different needs regarding innovation in municipalities. Continued dissemination is planned for 2021. We expect the results to provide insights into the limitations and opportunities for different forms of collaboration regarding innovation in municipal operations. We believe that issues of municipal collaboration, where small municipalities benefit from solutions from larger ones, are central.

Planned approach and implementation

The project is based on dialogue and collaboration between municipalities, municipal associations and SKR. The basis is the implementation of interviews, workshops and dialogues about roles and relationships in the context of IT-driven innovation for municipal activities, with a focus on forms of collaboration. Feedback and testing of ideas and proposals has taken place on an ongoing basis. Dissemination is still ongoing, delayed due to Corona, but reaches a large group, including presentation via SKR in TV format via their channels, seminars and workshops.
