    Identify or validate target molecules for precision medicine development

    This offer is aimed at Swedish organizations seeking funds in the European research and innovation partnership for Personalised Medicine. EP PerMeds's first call for proposals JTC2024 focuses on "Identification or Validation of Targets for Personalised Medicine Approaches”.

    All information about how to apply and what is funded can be found on the international website EP PerMed - European Partnership for Personalised Medicine. This page only has supplementary information for Swedish actors. Swedish participation is made possible through a collaboration between Vinnova and the Swedish Research Council.

    The call for proposals is a collaboration between more than 50 organizations from over 20 countries. The EU Commission contributes with co-financing and otherwise each country is responsible for the costs of its own actors in the granted consortia.

    In short, each consortium must consist of three to nine organizations, which are eligible for funding, from at least three different countries. A maximum of two organizations from each country may form part of a consortium.

    The call for proposals EP PerMed, Joint Transnational Call 2024 (EP PerMed JTC2024) is entitled “Identification or Validation of Targets for Personalised Medicine Approaches”.

    The call for proposals aims to support research and development that promotes the identification or validation of target molecules for individualized treatment and prevention strategies. Research and innovation on biomarkers must be included as part of the proposed project. Research and innovation projects in all disease areas are encouraged.

    Vinnova's call text provides supplementary information for Swedish organizations seeking funds from Vinnova within the framework of EP PerMed the call for proposals. In this call for proposals assessment takes place via the international secretariat. After the call for proposals has closed, Swedish applicant must also submit proposal to Vinnova or the Swedish Research Council.

    Vinnova finances a Swedish party in a consortium with a maximum of SEK 3 million over three years. If two Swedish organizations are part of a consortium, Vinnova can finance the Swedish participation with a total of SEK 4.5 million over three years. A maximum of two organizations from Sweden can participate.

    Participant applying for funding must be a Swedish legal person (organization) in Sweden. In this respect, a foreign organization that has a branch or place of business in Sweden is equated with a Swedish legal person. The costs in the project must be attributable to the branch's or establishment's activities.

    The international proposal must be submitted in the international portal in accordance with the information on the EP PerMed website. After proposal has been submitted to EP PerMed, the Swedish applicant must also submit the same proposal to Vinnova including the other requested information. In cases where several Swedish organizations are included in the international consortium, one of the Swedish parties must act as Swedish " coordinator" for the Swedish participation in Vinnova's e-services and distribute the funds between the Swedish parties.

  • Vinnova's Sustainable Precision Health area works to use the opportunities of new technology and digitalisation to improve the individual's conditions for increased health and well-being in an equal and sustainable way. The research and innovation that is funded through this international call for proposals aims to fill knowledge gaps and support the development of precision medicine, biomarkers and diagnostics that will contribute to the right person receiving the right treatment at the right time and to individualized preventive strategies.

    The projects must bring together a wide range of actors between countries, sectors and disciplines to contribute to increased competitiveness and sustainable healthcare.

    Vinnova participates in this call for proposals together with the Swedish Research Council so that Swedish actors from all sectors have the opportunity to contribute to new knowledge, innovations and a strong life science sector. These are cornerstones for achieving the goals in the area of Sustainable Precision Health and the national Life Science strategy.

    Gender equality is a prerequisite for sustainable growth and is found in Agenda 2030, as an objective in itself but also as a perspective that should permeate the work with all objective. The call for proposals should therefore contribute to an equal social development linked to two main perspectives.

    One aspect is that both women and men take part in the contribution, participate in and have influence over the project in an equal way. Another important aspect involves analyzing and deciding whether there are gender equality aspects, such as sex or gender, that are relevant within the solution's problem area and utilization.

    Results from research and innovation that are made freely available increase the opportunity for more people to contribute to solutions to societal challenges. The call for proposals should contribute to making more results freely available to everyone and scientific publication should take place with open access.

    Here is the offer in brief:
    • Each consortium must consist of parties from at least three different countries participating in the call for proposals.

    Funding grounds and eligible costs

    Our funding takes place through funding. Funding for organizations that carry out economic activities is covered by rules on state support. The rules govern, among other things, which types of costs and what proportion of them may be covered by funding.

    Funding will be granted with support of § 9 regulation (2015:208) on state support for research and development and innovation, i.e. as support for research and development projects according to Article 25 of the Commission's EU Regulation No. 651/2014 (GBER). The project's activities must constitute industrial research or experimental development.

    In this call for proposals large companies can be granted funding up to 20 percent aid intensity.

    Small and medium-sized enterprises (SMEs) can also be granted funding with support § 2 p. 2 regulation (2015:208) on state support for research and development and innovation, i.e. as support of minor importance (de minimis support) according to EU Regulation No. 1407/2013. Such funding can be granted with 100 percent aid intensity. Maximum permitted support of minor importance is 200,000 euros per recipient during the last three tax years. Organizations seeking support of minor importance must therefore attach a certificate with proposal, which shows that this eligibility requirements is met.

    Non-state aid is granted to parties that do not conduct economic activities, for example academia, institutes, idea-based organizations as well as the public sector and healthcare providers if the activities are part of their non-economic activities Funding can be granted with 100 percent aid intensity.

    Basic prerequisites for a cost to be eligible for support are that it must:

    • Carried by the applicant organization.
    • Be attributable only to the project.
    • Have arisen during the project period.
    • Be determined in accordance with the company's usual accounting principles and good accounting practice.
    • Be in accordance with the company's internal policies and guidelines.

    Accounting for the project costs must be separated from the organization's other activitiesin the accounting of the project parties.

  • A maximum of two Swedish organizations can participate in an international consortium. Vinnova finances aSwedish project partner with a maximum of SEK 3 million over three years. Including twoorganizations from Sweden, Vinnova finances a total of SEK 4.5 millionover three years.

  • The assessment of the content of the application is handled by the international secretariat, but in order for the project to be financed by Vinnova, they must meet the following national formal eligibility requirements:

    • All Swedish project parties are legal persons or organizations and listed in Vinnova's portal.
    • Proposal is written in Swedish or English.
    • The maximum requested amount for a Swedish party is SEK 3,000,000.
    • The maximum requested amount if more than one Swedish organization is seeking funding is SEK 4,500,000.
    • Requested aid intensity must comply with the requirements that you will find in section 5. Proposal sent to EP PerMed ska should be attached proposal in Vinnova's e-services.
    • Proposal has been received by Vinnova no later than 2 p.m. on March 12, 2024.
  • About our decisions

    How much each party in the project is granted in funding is shown in the decision. Funding will be granted according to what is stated in section 4. The basis for support appears in the decision and also governs which costs are eligible for support.

    Our decision to grant or reject a proposal cannot be appealed. Regarding the right to appeal the assessment made by EP PerMed.

    Term for granted funding

    For funding granted by Vinnova in the call for proposals our general terms and conditions for fundingapply. The terms contain, among other things, rules on project party approval, conditions for payment, the Swedish coordinator's obligations, follow-up, reporting and utilization of results. Scientific publication must take place with open access in accordance with Vinnova's instructions.

    If you do not follow our term, you may be liable for a refund. This also applies if you have been granted funding incorrectly or with too high an amount.

  • This is how you apply

    To apply for funding, follow the information available on EP PerMed´s's website, where you will also find a link to the international portal: EP PerMed - European Partnership for Personalised Medicine.

    After proposal has been submitted to the international portal, Swedish partners must also submit the same proposal to Vinnova e-services which can be accessed via www.vinnova.se. On Vinnova's e-services, you fill in the mandatory information and attach EP PerMed's proposal as a project description.

    If two Swedish parties participate in the same project, one must act as " coordinator" for the Swedish financing.

    If a Swedish party seeks support of minor importance (de minimis), a certificate must be attached to proposal.

    The exchange rate to be used is the European Commission's exchange rate published in Official Journal (OJ) Serie C on the day of the granting of the grant (Official Journal C series daily view - EUR-Lex (europa.eu)).

    Mark your proposal well in advance before Vinnova closes the e-service. You can fully unlock proposal and make changes at any time, right up until closing.

    When the call for proposals has closed and proposal has been registered with Vinnova, a confirmation will be sent out by e-mail to you who are responsible for the user account, project manager and company signatory or head of department. It may take a few hours before you receive the email.

    If you have not received an email confirmation within 24 hours of closing, please contact us.

    When Vinnova's e-services are closed, proposal can only be completed upon request from us.
