Purpose and goal

The first step of the project met its goal to create a program which regarding education and welfare can contribute to increased capacity in municipalities, counties and regions. The program, called ´LEAD for a smarter welfare´, has begun to identify, describe and spread knowledge of which factors enable or inhibit development. This program was initiated after first investigating the need and interest. The approach has been discussed in a co-creative manner with municipalities and other actors, thereby contributing with understanding of the target group´s prioritized issues.

Expected results and effects

The result as of now is a design based concept for content and approach for the change management program ´LEAD for a smarter welfare´ in regards to education and welfare. The program has been developed after a needs analysis and in co-creation with municipalities and other stakeholders. Three meetings have already taken place and an workstyle which includes homework and openness also with non-participating municipalities and other actors, has been established. LEAD:s facebook group is followed by 772 people, an open drive is used for all materials and meetings are webcasted.

Planned approach and implementation

The project uses a design based approach based on learning by doing. The project contains four steps, some which overlap: Build foundation, Co-create, Prototype, Expand. In order to create a foundation, the current situation was analyzed through interviews of stakeholders and other material. The need of a change management program was identified, the structure for a program identified and will continuously be defined by municipalities and stakeholders. The program ´LEAD for a smarter welfare´ has participated in numerous conferences and the open Facebook-group has 772 followers.
