Guide for stakeholder-driven transformation
This guide provides practical support for identifying, understanding, engaging and mobilizing actors in complex change and transformation processes. The guide helps the user move from stakeholder mapping to shared action and learning.
Many societal challenges cannot be solved by an individual organisation. To bring about change, we need to understand who actors affects the issue, is affected by it, or has the opportunity to contribute, even outside of established networks.
A guide for governments and other public actors
The guide is primarily aimed at authorities and other public actors who work with innovation, development, policy, collaboration or transition issues.
It can be used in everything from early exploratory processes to more concrete initiatives where multiple actors need to be engaged around common challenges.
What does the guide contain?
The guide is structured around four steps:
- Identify actors
- Understanding actors and context
- Engage actors
- Enable actors
Each step contains practical methods, templates and reflection questions. The guide also includes examples from Vinnova's work and an international outlook.
How the guide was developed
The guide has been developed within the framework of the Swedish Agency for Economic and Regional Growth's government assignment on industrial competitiveness and green transition.
The original version was developed by the design agency Antrop on behalf of Vinnova, based on interviews, analysis of previous experiences, and established methods in systems innovation and service design.
The guide has subsequently been further developed by Vinnova's method team in collaboration with the Swedish Agency for Economic and Regional Growth.
