Purpose and goal
The project aims to analyze and transform municipal participatory councils into co-creative forums for participatory governance from below. We investigate how four councils in Trollhättan can change from limited, advisory to inclusive, proactive co-creative arenas where community development happens together. We want to develop a model that can be spread and scaled up. The goal is a follow-up implementation project, where a model for co-creative participatory councils from below is tested.
Expected effects and result
The four councils in Trollhättan are given a chance to reform themselves into a format with more influence and an agenda and representativity that is built from below. Bringing influence in local issues closer to the individual resident lowers the threshold for participation in local democracy and societal development - especially in the issues of Trollhättan´s four councils (rural, senior, disability rights and integration issues).
The project will present a model that´s adaptable to context.
Planned approach and implementation
- Interviews and workshops with existing councils.
- Transdisciplinary development work in a project group consisting of officials and researchers.
- Feedback and development of the model in follow-up workshops in each council.
- Comparative studies resulting in a typology of muncipal participatory councils that indicates type of co-creation/influence.
- Resulting in a proposal for a model for participatory councils in Trollhättan, with clear criteria for how they are co-creative.
