Call Impact Innovation: Preparatory project for a reformed public sector in 2026

Purpose and goal

The project aims to explore how existing future prototypes and foresight knowledge can be translated into practical capacity for change and reform in municipal operations. Using Sigtuna Municipality as a testbed, the project focuses on the long-term consequences of segregation. The project will deliver a concrete pilot proposal and knowledge of how a municipality can test future prototypes to develop working methods and strengthen its capacity for reform.

Expected effects and result

The results will support Framtidsverkstan’s development work and municipal operational and budget planning for 2028–2029. The aim is to turn future ideas more readily into working methods for testing in municipal practice. Expected effects are stronger systems understanding, joint action and reform capacity, which may foster inclusion, participation and stronger relations between residents and the public sector over time, while reducing segregation and social divides.

Planned approach and implementation

The six-month project comprises five work packages: (1) launch and engagement, (2) system mapping, (3) horizon scanning, (4) testing future artefacts in learning labs and (5) evaluation and recommendations. Sigtuna Municipality is the challenge owner and testbed, responsible for local mobilisation and uptake of results. Skiftmakarna leads methodology, process design and facilitation. The work involves relevant municipal services, civil society and other stakeholders.
