Purpose and goal

The quality of health and social care outcomes for vulnerable geriatric citizens can be significantly improved if innovation is aimed at influencing a whole system change. Achieved through better design and integration of services, organised around real needs, i.e. what matters to the citizen. The Norrtälje model provides an opportunity to create an experimental environment in which all collaborating actors can be free to learn, innovate and develop approaches that will challenge and change the constraints of the existing health and social care system design for the better.

Expected results and effects

Collaborating actors will develop the capability to learn, innovate and implement solutions together within the testbed environment, anchored from the citizens perspective. Innovating from a whole system perspective will enhance the quality outcomes for the citizen, release capacity in the system as waste and complexity are removed and subsequently lower the cost of delivery. This systemic approach aims to challenge obstacles that inhibit the delivery of person centred health and social care, allowing new models for governance and steering to be tested in a concrete manner.

Planned approach and implementation

This systemic approach to innovation will be grounded in a live environment including citizens; health and social care professionals; additional actors responsible for governance, policy and steering etc. Additionally aiming to shorten innovation cycles in this complex environment. The project has three phases. Understand; why the current system performs as it does, what matters to the citizen, what is hindering the realisation of purpose from the citizens perspective. Experiment; learning the art of the possible. Scale up; the learnings to other parts of the system.
