´Soft´ investments by local government - a pilot study in Örebro county

Important results from the project

Municipalities in financial stress often find it difficult to cut down on the levels of varíous services , such as schools, care of elderly etc, as these regulated by mandatory legislation. This study focuses on prevention measures and other ´soft investments´ that municipalities may use as abatement and mitigation to reduce future public expenditure strain . Based on literature reviews and interviews of management and expertise we make an inventory of currently considered such measures in two municipalitites with declining populations.
