Purpose and goal
Civil defence programmes, including Vinnova’s own (Vinnova/MSB, January 2026), rightly focus on infrastructure: shelters, energy, communications. They do not yet address how cities act as one: how responsibilities are split across levels, how civil–military information is shared accountably, how dual-use investments are identified and financed, and how community resilience is designed. This is the ‘dark matter’ of urban security: the rules that decide what is possible before investment begins.
Expected effects and result
Outputs: (1) a comparative analysis of how Swedish and Nordic cities link climate resilience, infrastructure continuity, civil defence and social cohesion; (2) a joint agenda of 3–5 research priorities; (3) a pilot design brief for Vinnova’s 2027 call. Its framework is grounded in the Nordic whole-of-society model and stress-tested with cities on the ground.
Planned approach and implementation
The project runs Oct 2026–Mar 2027 in three steps. Learn: a scoping workshop and review of Swedish and Nordic frameworks select 2–3 reference cities and test the four-module diagnostic with those cities. Share: an exchange in Helsinki maps how cities split civil defence roles, share civil–military information and finance dual-use investment. Engage: a joint workshop co-designs 3–5 research priorities and a pilot design brief for Vinnova’s 2027 call.
