Purpose and goal
The aim of the project "Utsiktsplats Forskning" has been to, through analysis and the production of evidence, heighten the level of the research and education policy debate in Sweden, and to make specific evidence-based suggestions on how the Swedish system could be improved. The project has had a highlevel steering group and has worked with reports, seminars, workshops and in direct dialogue with policymakers. Thereby the project has been able to, in an evidence-based manner, lift important questions for public debate and also affect the policy development within the field.
Expected results and effects
Through the production of analytical reports and by organizing discussions, workshops, seminars etc. the project has highlighted important questions facing the research policy field. The areas that have been studied include the evidence base of the research policy development, societal roles of universities, steering/funding issues, research infrastructures, internationalization, attraction of research investments and research funding methods. The project has formulated policy suggestions and affected the policy development.
Planned approach and implementation
The project has worked with analysis, reports, discussions, seminars and workshops as well as with collaborations and contacts with policy makers. For every given subproject, it was decided which methods that were appropriate to reach the stated aims, that were decided by the steering group. In some cases, external consultants were used as well as experts. Through different modes of communication, the project lifted results for discussion and formulated suggestions for policy measures. A final overarching report is produced.
