Call Impact Innovation: Preparatory project for a reformed public sector in 2026

Purpose and goal

This preparatory project lays the foundation for a system-level digital twin in Region Västra Götaland – a georeferenced, layered model of the healthcare system and patient flows. The project maps data sources, prepares technical architecture, conducts legal analysis and defines use cases based on clinical needs. The goal is to enable visualisation, simulation and optimisation of the healthcare system – focusing on patients with complex care needs.

Expected effects and result

The project delivers mapped data sources, at least two clinical use cases, a legal data strategy, a technical architecture outline and a basis for a implementation project. Expected effects include improved system-level coordination for patients with complex care needs, reduced health inequalities across geography and socioeconomics, and prerequisites for proactive, information-driven/data-driven governance of the healthcare system – with potential for national scalability.

Planned approach and implementation

The project runs October 2026–March 2027 across four work packages: WP1 maps data sources and defines use cases through cross-professional workshops. WP2 conducts technical analysis and platform readiness assessment of Chalmers’ digital twin platform. WP3 performs legal mapping of data sources, data sharing and data strategy. WP4 mobilises partners and synthesises results into a basis for a implementation project. VGR coordinates; Chalmers leads WP2.
