Call Impact Innovation: Preparatory project for a reformed public sector in 2026

Purpose and goal

Purpose: To examine, with municipalities and regional and national actors in Skåne, the conditions for regional methodological support that enables more equal access to and implementation of evidence-based methods for children and young people at high risk of norm-breaking or criminal behaviour. Goal: To identify needs and implementation barriers and develop a concrete model for regional support, with the possibility of testing it in practice.

Expected effects and result

The project’s expected results are an overview of method use, needs, capacities and implementation barriers in Skåne’s municipalities, and a proposal for regional support in Skåne, including organisational arrangements, allocation of responsibilities and potential pilot municipalities. Impacts: Lessons learned can contribute to more equal implementation of evidence-based methods addressing norm-breaking/criminal behaviour across Sweden.

Planned approach and implementation

The project follows a stepwise process: mapping the current situation and conducting national and international comparisons, followed by analysis of needs and structural barriers. Potential solutions are then validated and anchored with key stakeholders, leading to a proposal for a future implementation project. The outcome will be a concrete and jointly agreed basis for regional support to enable more equal implementation of evidence-based methods.
