Call Impact Innovation: Preparatory project for a reformed public sector in 2026

Purpose and goal

The project´s aim is to enable a systemic change in how the public sector collaborates around the shared use of drones, airspace and related infrastructure for public services. The project focuses on addressing the systemic obstacles that currently prevent already tested solutions from being implemented and scaled. By analyzing the “gap” that arises between organizations´ mandates, regulations, responsibilities and financing models, remaining systemic problems are identified.

Expected effects and result

The project delivers: • system map of key barriers, dependencies and system effects • model for responsibility and cost allocation that can be tested in a pilot • prioritized proposal for implementation The parties intend to jointly take the results further in a subsequent implementation project. The project will contribute to more equal access to healthcare and social services by providing faster access to life-saving and socially important interventions regardless of geographical location.

Planned approach and implementation

The work is structured in four steps: 1: Mobilization and joint problem definition. 2: System analysis. Legal conditions, organizational structures, and economic incentives and financing models are analyzed. 3: Development of models for collaboration. Includes division of responsibilities, organization, and cost allocation. 4: Concretization of the next step. Includes prioritization of solutions, identification of necessary actors and resources, and development of a decision basis.
