Call Impact Innovation: Implementation project for a reformed public sector in 2026

Purpose and goal

The purpose is to strengthen the public sector´s ability to use public procurement for innovation and co-creation, in collaboration between the public sector, business, academia and residents. The goal is to develop and validate forms of coordination, tested in real cases with municipal, regional and state need owners, and to establish a first operational version of a national competence centre for innovation-driven procurement that coordinates existing expertise.

Expected effects and result

The project is expected to deliver a validated model for national coordination of innovation-driven procurement: an operational competence centre with roles, mandates and a proposed long-term operating and funding model, active partners, digital infrastructure and tested ways of working in its functions: the Hub, the Library, the Meeting Place and the Workshop. Over time, need owners gain capability, companies clearer routes into public procurement and residents better services.

Planned approach and implementation

Public sector, business and academic actors are mobilised to join the competence centre. A digital infrastructure is built to support its four functions (the Hub, the Library, the Meeting Place and the Workshop), which are tested iteratively against real demand from the centre’s partners. Experiences feed into shared system learning that forms the basis of the centre’s long-term model. The two-year project has nine partners and is coordinated by the National Agency for Public Procurement.
