Prestudy: Municipalities, climate and digitalization

Purpose and goal

The pre-study shall identify the role/ potential of digitization in the climate transition and, based on this, produce concrete proposals for a digital support structure requirred in the development work with climate-neutral cities, system demo and impact innovation. The study contributes input to the FOI bill. The pre-study proposes long-term strategies for digitalisation as an enabler for cities climate transition and delivers concrete proposals for a national support structure for digitalisation as an enabler for municipalities to transition to climate neutral cities.

Expected effects and result

The prestudy provides a systematic and empirically based overview of how different parts of digitalisation have been developed as an element of the cities´ climate change so far and what further development is needed. The prestudy produces concrete proposals for how municipalities can work with digitalisation as an enabler for climate change, as well as a description of what future support efforts should include and how they can be organized and implemented.

Planned approach and implementation

The pre-study is divided into two stages. Stage 1 - overview part. Stage 2 - proposal part in line with the three main purposes: 1. The development of the climate contracts. 2. Immersion aimed at system demos. 3. Recommendations for a long-term national support structure
