Venture Preparation projects for international application within health
Call Deepened international collaborations for healthy and resilient societies

Purpose and goal

The project aims to strengthen digital sovereignty and societal resilience through strategic engagement with Free and Open Source Software (FOSS) through three objectives: (1) investigate strategies and policies at different (organisational, national and EU) levels; (2) investigate how requirements in cross-border public procurement practices favour or discriminate against SMEs providing FOSS solutions; (3) develop a plan for increased international collaboration amongst project partners.

Expected effects and result

The project delivers a review of strategies and policies, identifying inhibitors, enablers and guidelines for Swedish and European SMEs using FOSS, and an analysis of procurement practices with guidelines for how SMEs offering CRA-compliant FOSS solutions can take part in European procurement. Results are shared through webinars and in policy and practitioner fora. The expected effect is deeper European collaboration and new joint projects.

Planned approach and implementation

The project spans six months (from 1 October 2026 until 31 March 2027) in three work packages: WP1 strategies and policies; WP2 cross-border procurement practices; and WP3 a plan for continued international collaboration. Digitalist Open Cloud coordinates, the University of Skövde leads the research and Sambruk anchors the work in the public sector. Six collaboration partners in Denmark, Finland, Germany, Switzerland and the UK take part in monthly workshops and webinars.
