| Call | Impact Innovation: Implementation project for a reformed public sector in 2026 |
Purpose and goal
LEVA explores how municipalities, can use digitalisation and AI as enablers of decision support and new ways of working to ease staff workload and give residents greater insight and participation, while keeping human control and public authority intact. The crucial challenge that is addressed is the transformation itself and not the technology. The aim and goals are realised through three connected perspectives: the Resident, the Employee and System & authority.
Expected effects and result
To develop and test how municipalities based on IBIC can use digitalisation and AI as enablers for decision support and new working methods that relieve employees and give residents increased transparency and participation, with human control and authority responsibility intact - by moving from a reactive to a proactive approach. The project´s effect is ultimately evaluated based on whether the resident receives greater transparency, understanding, participation and better coordinated care.
Planned approach and implementation
The project will be implemented in three overlapping phases. The work is based on an established method in action research and service development: Action Design Research (ADR), where researchers and activities jointly formulate problems, develop solutions and evaluate them in iterative cycles. The approach is proven in the public sector and is linked to the parties´ documented experience of driving and evaluating digitalization and change work in municipalities, healthcare and business.
