Coordination and support to High Level Group on Aeronautics, concerning R&D-cooperation with Brazil

Purpose and goal

The purpose of the project has been to support the High Level Group on Aeronautics (for R&D cooperation between Brazil and Sweden) that was established in 2015 and had its first meeting in Oct the same year. In order to develop steering documents for the cooperation, plan and organize workshops and support match-making between academia, industry and government agencies in the two countries, a Swedish working group (WG) was established within the Innovair framework, financed from the project. Requested documents were developed and several activities were arranged during the period.

Expected results and effects

Based on the initial project conditions, the outcome should be seen as successful. Two documents, Terms of Reference and Working Plan, were developed in collaboration with ministries in both countries. They were agreed and signed at the HLG meeting in Oct in Brasilia. During the final stages the proposed organization was however changed, with a governmental-led bilateral group suggested as preparatory Committee to HLG. With this change, the WG task was no longer relevant and Vinnova decided to terminate the project, with the intention to establish a new project with a different scope.

Planned approach and implementation

A working group was formed using the SE part of the previously established bilateral Aeronautics Committee (AC). Steering documents were developed in collaboration with stakeholders in both countries. A project coordinator was recruited. Several AC meetings were performed, mostly as video conf. The project manager participated in Brasilia for the Aug meeting and for the HLG meeting in Oct. The format worked well but due to formal BR requirements a new preparatory body was needed. The SE WG is however suggested to remain, within Innovair, supporting other cooperation activities.
