Call Impact Innovation: Preparatory project for a reformed public sector in 2026

Purpose and goal

The project aims to support a structural shift towards a more proactive public sector through collaborative innovation between rregional and municipal authorities, businesses, civil society and academia. Focusing on health technology for older people with complex care needs, it will identify systemic barriers, build a shared understanding of needs and develop a common vision and action plan for a future implementation project.

Expected effects and result

The project will establish a shared understanding of needs, systemic barriers and opportunities for collaborative innovation in health technology for older people. It will identify barriers and enablers and develop a common vision and action plan. In the longer term, the results will support more coordinated, needs-driven innovation, stronger joint needs assessment and greater influence on health technology development.

Planned approach and implementation

The project will be carried out as an exploratory mobilisation and analysis process involving municipalities, the region, businesses, innovation actors, academia and civil society. Perspectives will be gathered through interviews, dialogues, horizon scanning and workshops, and analysed through sensemaking. The findings will inform a shared vision and action plan outlining systemic barriers, priority areas and directions for a future implementation project.
