Call Impact Innovation: Preparatory project for a reformed public sector in 2026

Purpose and goal

The project aims to identify why current working methods fail to mobilize residents to a sufficient extent, and to determine the organizational, cultural, structural, and behavioral changes required to enable a more proactive and collaborative public sector. We seek to develop a behaviorally driven and systems-oriented model for how the public sector can strengthen its capacity to collaborate with residents and other societal actors in the climate transition.

Expected effects and result

The project will create a common problem picture, system map and analysis of barriers and enablers for citizen engagement in the climate transition. A concept for behaviorally driven interaction, recommended pilot initiatives and a roadmap will be developed. In the long term, the public sector´s ability to mobilize citizens and societal actors will be strengthened, which can lead to increased participation, better mobility solutions, higher trust and faster climate transition.

Planned approach and implementation

The project is implemented in four stages: current situation analysis, system analysis, co-creation and roadmap work. Through interviews, document studies and system mapping, obstacles and opportunities for citizen engagement in the climate transition are identified. Workshops are then held with municipalities, residents, business and civil society to develop and prioritize solutions. The results are compiled into a concept, a roadmap and a basis for a future implementation project.
