Collaboration and policy instruments for a sustainable mining and metals industry according to CRMA

Important results from the project

The project analyses how permit processes for mining and mineral projects work in practice with a focus on the role of municipalities, the interaction between actors and the effects of the EU´s Critical Raw Materials Act (CRMA). Through case studies, municipal surveys and workshops, recurring conflicts of interest the need for developed instruments are identified. The project has fulfilled its objective and contributed with a comprehensive knowledge base for continued policy and development work

Expected long term effects

The project´s results are expected to contribute in the longer term to an increased understanding of how permitting processes for mining and mineral projects can be developed to become more coordinated, predictable and transparent. The knowledge base can be used in continued policy and instrument development and support analysis, dialogue and collaboration between authorities, municipalities and other relevant actors in a changing regulatory context.

Approach and implementation

The project was carried out with systematic document studies, case studies, municipal surveys and dialogue-based activities. During the project period, ten project meetings and four workshops were held, including an open and workshop in Luleå with representatives from the County Administrative Board’s contact point, municipalities, regions, planning and mining companies, and the Sami Parliament. The project proved more extensive than initially planned and a one-month extension was granted.
