City as a Platform - CaaP

Purpose and goal
The aim of this project is that the partner cities work together around fundamental challenges related to a "minimum framework" for a data/IoT platform thereby instigating national coordination. The project will develop principles and (de facto) standards related to how the platform is used and thereby show the benefits of working in a structured way with a common platform. Moreover, the project will strive to identify a designated national organisation who can manage the framework after the projects ends.
Expected results and effects
Large-scale, data-driven urban innovation requires a common data infrastructure. During the project, cities will jointly define a common framework for a platform and common principles for its use. This will reduce the risk of lock-in effects while at the same time allowing for innovative services from developers the same mechanisms as with a smartphone. The project´s goal is to make it easy to move a service from a city that uses one supplier’s platform to another city that uses a different platform.
Planned approach and implementation
The methodology of the project is that the cities work together with proof-of-concepts (POC), meaning that they should implement relatively simple services over the common framework, and that should be done for a limited period of time. By working with POCs, the project will identify common issues of both technical and non-technical nature to be addressed during the project. In addition, it illustrates how to create value from data for the benefit of the city itself and its citizens which in turn has an educational effect internally in a city but also externally.
