Call Deepened international collaborations for healthy and resilient societies

Purpose and goal

The project will establish a Swedish-Spanish innovation collaboration for satellite supported flood preparedness in critical infrastructure. The aim is to identify needs and use cases for satellite data and AI together with Spanish actors in Valencia and Murcia, and to lay the foundation for long-term collaboration with joint pilots and international funding. The Swedish team comprises PandionAI (Markus Skogsmo, Christer Andersson, Olof Johansson) and KTH (Ingrid Campo-Ruiz).

Expected effects and result

The project is expected to result in an institutionally anchored consortium, a stakeholder map, defined use cases, a framework for responsible spatial AI and data governance, and a Swedish-Spanish roadmap for future pilots and EU applications. In the longer term, the results will support climate adaptation, civil preparedness and more inclusive decisions on critical infrastructure.

Planned approach and implementation

The project runs in four work packages from October 2026 to March 2027: coordination, stakeholder needs and use cases, a technical and responsible implementation framework, and a roadmap and funding strategy. PandionAI and KTH work with Lifeline Stadiums and Lorquí Municipality through interviews, workshops and site visits in Valencia and Murcia, with gender and equity perspectives throughout.
