Important results from the project

The project had as objective to create good conditions for a test bed of AID IT TO (service for dynamic procurement and collaboration), with the right representation of needs owners and experts from various authorities involved. Public needs ownership lies with several different businesses that are expected to cooperate effectively in a crisis. Despite the expectation, and the establishment of structured working methods quickly, no development has been driven in collaboration for common use. We now have the core of the right needs owners and experts on board for a continued project.

Expected long term effects

ISF is an established working format between public organisations. In crisis these are led by the County Administrative Board. The work method in the ISF group is structured, but better support for an outcome-oriented working method is needed, as well as increased digital system support. We have laid the foundation for the development of a service with potential to become an effective support for public collaboration in crisis, and where the outside world are allowed to contribute in a purposeful way. A service, with a shared service ownership, that is missing today.

Approach and implementation

During a three week pre-project a plan for a test bed has been developed. ChangeAbility as coordinator and developing party in the project has, through dialogue, demos and interviews with need owners, parties and relevant authorities, mapped out what the public procurement of protective equipment looks like and the need for method and system support looks like. Because of the current crisis, where the people involved in the project are important for managing the crisis in their home organizations, it has been difficult to gather everyone in workshops the way we first planned.
